Regarding freelancers
Regarding chapter 15.2.3 Technical and professional capacity (per lot), respectively: “Tenderers (in case of a joint tender the combined capacity of all members of the group and identified subcontractors) must have the necessary technical and professional capacity to perform this contract until the end.”, please confirm that for meeting the minimum requirements for education and professional experience, freelancers are also accepted. Please also clarify what documents should be presented for freelancers?

Tenderers may rely on the education and professional experience of free-lance experts to meet the minimum requirements of the selection criteria. For the purposes of the tender and the performance of the contract, free-lance experts are considered as subcontractors. Sections 13 and 22 of the Annex A – Tender Specifications list all documents that need to be provided in case of subcontracting, namely, a letter of intent for all identified subcontractors (Form A.6), plus a Legal Entity Form (including supporting documents) and a signed declaration on honour on exclusion and selection criteria for those identified subcontractors whose intended share of the contract is above 10% of the total contract value.
