Regarding your answer on the VAT “The turnover should not include VAT. If a tenderer does not fulfil the requirement regarding min. annual turnover, he can rely on the capacities of a third-party. The tender must include the commitment from this third-party to put its resources at disposal of the tenderer, without or regardless of the nature of the links if any. “ How specifically this commitment should be written? Could a document declaring the turnover and the commitment of the supporting company be sufficient? We could be able to put in the offer a copy of it (for reasons of limited time), and if we will win the tender we will provide the original.

The type and nature of the commitment are left to the tenderer and third-party discretion. A copy is accepted in the offer. In case of award, original plus supporting documents will have to be provided for checking purposes.
