Page 25 of the tender specifications reads “As results are likely to be made available to the public and reusable, the technical solution developed should not rely on pre-existing intellectual property rights (proprietary or licensed elements).” Taking into consideration that the current solution is built on open source software, could you please clarify the conditions and what exactly is meant by “pre-existing IP rights?

Dear Madam, Dear Sir, As mentioned in the text you quoted, the technical solution proposed should not rely on proprietary and/or licensed software; preference is given to open-source software, but always paying attention to the eventual limitation(s) for its further use, development and distribution.
