Thank you for your previous answer in respect of Clause II.3.3. Our understanding, therefore, is that the Contractor or its subcontractors would not be liable pursuant to Clause II.3.3 for loss or damage suffered by the Contracting Authorities to the extent that such loss or damage was not caused by the Contractor or its subcontractors. Could you please confirm that our understanding is correct?

Such interpretation cannot be confirmed. There might be a situation when e.g. the contractor, within the frame of implementation of the contract, makes a third party (not a subcontractor) to cause damage to the Contracting Authority.
