Staff categories and minimum requirements
Dear Madam/Sir, Under the heading 1.4.5.2 Team structure and organization the tender states that “[…] the successful tenderer to classify the members of the suggested team into four mutually exclusive staff categories as defined in Annex 10”. Is our understanding correct, that the classification into mutually exclusive staff categories only applies for the minimum criteria under heading 3.2.3.2.? For example, is it possible that a researcher classified as project manager for minimum criteria in the staffing table Annex 10 i) is taking the role of a senior economist in the hypothetical case study? ii) is taking both the role of a project manager and senior economist in the delivery of a specific contract? The tenderer should ensure that it meets the minimum staffing requirements in Annex 10, by classifying their staff into only one of the six mutually exclusive categories defined in Annex 10. If a staff member meets the requirements for more than one staff category, the tenderer should choose only one category to be applied for each individual project. i) With regard to the hypothetical case study, tenderers are expected to suggest a team with adequate task allocation. The project team members suggested for the hypothetical case study will have to be categorized again using the mutually exclusive staff categories. As long as the respective minimum requirements are met, a staff member may be counted for one staff category in Annex 10, and for a different staff category in the hypothetical case study – but only once in each table. Example: a Senior Economist who could also qualify as a Senior Taxation Expert could be categorized as a “Senior Economist” for the case study and as a “Senior Taxation Expert” for subsequent studies, but never both “Senior Economist” and “Senior Taxation Expert” in the same study. ii) Should a staff member meet the minimum requirements for more than one staff category, tenderers have to decide for which single staff category that staff member should be considered, if applicable for each specific project individually. However, it is possible to assign tasks from other staff categories as long as this is in line with adequate task allocation. For instance, within the example in the question, a project manager may be assigned tasks in applied economic analysis which typically would be assigned to senior or junior economists as long as he/she has the appropriate expertise – but that staff member must not be counted in more than one staff category simultaneously.
