Request for clarification about confidentiality and dissemination of project deliverables
Question
According to chapter 2.3.5 (list of deliverables), despite the “Confidential” dissemination level is foreseen it is NOT selected any project deliverable; some core deliverables are classified “Restricted to a group specified by the contracting authority”, however according to chapter 2.3.4, “the Contracting Authority may nominate a ‘Mirror-group’ of representatives from the main interested parties, e.g. National Aviation Authorities, airlines, aircraft manufacturers and professional associations.” In such a scenario all project work can be shared by Contracting Authority to competing aircraft manufacturers. Question: can the Tender define a different level of confidentiality for project deliverables (or parts of such project deliverables)?

EASA indeed intends to use a scientific committee for evaluating the research results and to guide the EASA in technical matters. If such a committee were to be established, any member of the committee will be bound to strict confidentiality and absence of conflict of interest rules. EASA, therefore, does not see the need to amend the level of confidentiality for the different deliverables.
