Questions were submitted on 13 Nov at eib-cpcm-procurement@eib.org On 18 Nov we were asked by Mr Nabil Ben Mahdi, Technical Assistance Officer to submit our Questions in eTendering.
In the ToR, Component 6, Task 6.3, the Output is: The EIB loan is drawn in a timely manner and according to schedule and the Borrower remains in compliance with all applicable terms and conditions. Please clarify if the EIB Loan is already in place and if a separate financial agreement will be needed for Phase 2. In the ToR, Section 6.1, Key Experts, it is stated that in case Phase 2 will not proceed, only 70% of the services will be required. Does this also affect the input of the Key Expert 2 - Procurement Expert? We have noticed that for the other Key Experts, a distribution of 70%-30% is mentioned on the amount of their respective workdays, but not for the Procurement Expert. In the ToR, Section 6.1, Table with Other Experts, the Non-key Expert 9 (NKE 9) and the Non-key Expert 10 (NKE 10) are mentioned as "Industrial Waste Expert". Is it meant "Industrial Wastewater Expert"? Due to the current political situation in Lebanon, we face difficulties in nominating experts who are else fully eligible and qualified, however, they prefer not to travel to Beirut. Can you please consider a further delay in the date of Proposal submission?

The EIB loan is in place. No separate financing agreement will be needed for Phase 2. However, an amendment to the existing EIB Finance Contract will most likely be needed.
