Access to Eurostat microdata
The ITT specifies that proof of access to the microdata should be provided. Given that Eurostat publishes a list of "recognised research entities", is it sufficient to refer to this list in order to provide sufficient proof of access? On page 19 of the Tender Specifications, under section 3.2 - Proofs/Evidences of Technical and professional capacity, it is specified: Proof of access to the LFS micro data (e.g. a contract with Eurostat) or proof of having made an application to access to the data. The link to Eurostat mentioned in this question, shows a list of institutions that are considered (by Eurostat) as research entities, thus entitled to apply for access to the data. Since the application to access the data is typically linked to a specific project, the presence in this list ensures that the tenderer will gain access to the data subject to making an application. Therefore, inclusion of a tenderer in this list is adequate evidence of fulfilment of this criterion.
