You are giving price points followingly : Score tender X = [AW1] + [(Cheapest Price/Price of tender X) x 30 price points][(Discount (tenderer catalogue) of tender X/Largest discount (items in tenderer catalogue)) x 10 price points] + [(Discount (items outside tenderer catalogue) of tender X/Largest discount (items outside tenderer catalogue)) x 10 price points]. Offerer can get 20 % of points by giving big discount. this will not any way ensure you the cheapest prices, as some companies have very high grossprices where they can give very big discounts like 60-80 % which does not any way mean that net price is cheap. Other companies keep their grossprice level reasonable and therefore can not give such big discounts. This ponting system is unfair and discriminatory to those who have grossprices close to real market price. also gives false impression to contracting authority or any customer of cheap prizing eventhough just discount is high, but price might not be

The applicable formula is deemed to be fully in line with the rules and general principles applicable to ECHA’s procurement procedures. It is noted that the contract will not be awarded to the cheapest offer, but to the tender that contains the best combination of quality/price, and that only 10% of the total points is linked to % discount applicable to Tenderer’s catalogue(s). Pricing and applicable discount rates are each tenderer’s choice. In this regard, tenderers are free to provide catalogue(s) they deem most suitable (please refer also to reply to question no.1). The set discount rates will be applied on all items in the catalogue(s).
