The criterion specifies that the team should at minimum include three members from the specified list. Does it mean that the experts of health related risks and the experts on the health risk prevention could be the same person, provided they have the desired experience? Or do you require 2 experts per category?

The team must be composed of at least 3 people, and the team as a whole needs to meet the sub-criteria. One person can have two types of expertise.
