According to the document Tender Specification, part 2 – point 18, we must designate a project manager for each specific contract. Shall this person be one of the senior experts proposed in the technical offer?

Depending on the subject matter of the project, you may decide to assign a junior consultant as project manager, however this would normally not be viewed as an optimum arrangement.
