Subcontractors
In the document Tender specification, from part 3 - point 2.3, we understand that the following documents are NOT necessary to be provided for subcontractors: power of atorney (annex V), declaration of exclusión criteria (annex II), documents certifying economic and financial capacity and proof of technical and profesional capacity. It is our understanding that for subcontractors only the Legal entity form and the declaration on honour are necessary. Is our understanding correct?

Regarding subcontractors, you must provide a 'subcontractors form duly completed and signed by the subcontractor and yourself. Regarding other requirements, it states on page 17 of the tender specification: "...However, the subcontractor(s) shall not be required to fill in or provide those documents when the services represent less than 20% of the overall contract value...". and on page 20 it states: "....The ‘declaration on honour’ is also required for identified subcontractors whose intended share of the contract is above 20%.". No other documentation is required from subcontractors.
