According to " Successful implementation of these projects must be evidenced by reference letters issued and signed by the clients confirming as a minimum the timely delivery and good quality of the services provided" please confirm if signed final acceptance protocol will be accepted if we don't have official reference letter?

No, as the acceptance protocols often does not provide the information about the “successful implementation of the projects, timely delivery and good quality of the services provided”, therefore the reference letter must be provided. The final acceptance protocol may be added as the supporting document to the reference letter.
