to understand the response to our last question, when submitting a response to this tender, we have to respond to all of the sections? we are only interested in responding to 2-4. is that allowed

As stated before, "Tenderers may bid for any number of lots, but not for parts of lots". This means that when sending an offer for a Lot, you have to do it for all the statistical fields as detailed under Section 2, Point 2.1.4 of the Tender Specifications. For Lot 2, you would have to cover the 4 Statistical fields
