Products to be covered
On page 7 of Annex I - Part 2 ToR 1.3.1.1. it says "The study shall cover all products related to the sugar production chain from sugar beet to refined sugar, by-products and other relevant products (e.g. bioethanol)." This would presume we exclude sugar cane, however in 1.3.1.3. it says "The study will... take into account... sugar cane refiners". Do we exclude or include sugar cane and its supply chain?
