changes in the team after tender submission
As the decision in this tender will be known in probably 3 months or so, some people in the proposed team may change their mind, it is a long time and this is not a very stable period in their lives. Are you able/willing to accept those changes in the team, if the replacement will have a comparable professional skill and expertise and language level? How do you see this issue?

As indicated on page 10 of the Terms of Reference, all persons (CVs) proposed for the requested profiles in the technical offer shall be put forward during the implementation of the Framework Agreement. Should any person be unavailable during the implementation of the Framework Agreement, they shall be replaced by an equivalent person subject to the Bank’s prior approval.
