Regarding specific conditions for a natural person / the evidence of the economic and financial capacity criteria
Could you please clarify if there are any specific conditions for a natural person that we subcontract or involve as a partner or do the same requirements as for legal persons apply? Does subcontractor have to submit the evidence of the economic and financial capacity criteria (statement of turnover, copy of the profit and loss accounts) if his capacity is needed only to fulfill technical criteria?

Point 4.2 VERIFICATION OF NON-EXCLUSION of the Technical Specifications All tenderers (natural or legal persons)must provide a declaration on honour (Annex 3), signed and dated by an authorised representative, stating that they are not in one of the situations of exclusion listed in that declaration on honour. - In case of joint tender, each member of the group must provide a declaration on honour signed by an authorised representative. - In case of subcontracting, all subcontractors whose share of the contract is above 30% or whose capacity is necessary to fulfil the selection criteria must provide a declaration on honour signed by an authorised representative. With regard to the required economic and financial evidence, please refer to section III of the Annex 3, part of the Technical Specifications of the present tender.
