16. On Appendix B (Price Calculation.xls) what’s the purpose of a pricing for a “4-racks configuration”, if it’s stated that 4 racks is a downgrade and can only be requested only at contract renewal?

The purpose is to provide a price for “4-racks configuration” if needed during contract implementation, namely in the event that a downgrade would be requested at contract renewal.
