Availability of interim or final outputs of the preceding studies, availability of data, contracts example and structured and unstructured data for for PoC Phase
Dear Commission, we would like to ask you to please answer the following questions: Question 1: The tender specification refers to the Commission Fitness check document, and in the above mentioned study there is a mentions on page 30, subsection 4.1.4. to an inventory and a DPM database. We would like to ask whether any related documentation, any interim results can be made publicly available for tenderers any earlier? A key concern of ours is that in case the current opportunity is open as well for the contractor of the previous activities and studies might be seen as an unfair advantage for them vis-a-vis our position, given the considerable information asymmetry concerning any outcomes, insights or data used and investigated in the preceding study. Question 2: We would like to ask whether the inventory and a DPM database, would be made available for the future contractor after the signature of the contract to use for the PoC? Should that be the case, we would develop the proposed methodology according to what data is available to work with.

1. The Commission Fitness Check is mentioned in the footnote of "1.4.1. background and objectives". This section only provides background information explaining the reason for this open procedure. Since it is a background document, it does not contain essential information required to make a successful proposal. The same applies for information mentioned in this background document, thus the inventory and database mentioned in the Fitness Check document which has not been made publicly available. 2. Nevertheless, the inventory and database mentioned in the Fitness Check document could be made available to the successful tenderer, should it appear to be required to perform the tasks requested under the open procedure.
