Event organisation experts (members of Black Sea National Hubs)
1. Please clarify if at least 7 members of the National Hubs (at least 1 member per country) serving as event organisation experts are part of the selection criteria concerning the technical and professional capacity which tenderers are required to fulfil. 2. In case these experts are not staff of the tenderer but are for instance free-lance experts, please clarify if they need to be identified as subcontractors, since their capacity is necessary to fulfil the selection criteria. 3. In this case, please clarify if the submission of CVs for the above subcontractors suffices. In case other documents are required to be submitted with the offer for the above experts, please indicate the exact documents required for this specific case.

1. Yes. For lot 2 (Black sea) the 3 proposed candidates for each of the national hubs are part of the selection criteria. For each national hub (staffed with one or maximum two persons) a pool of at least 3 candidates for each of the seven countries has to be provided with the offer. 2. As specified in the tender specifications, section 3.5, page 49: “Examples of subcontractors include contractors' suppliers or free-lance experts”. Yes, they need to be identified as identified subcontractors because their capacity is necessary to fulfil the selection criteria. 3. As specified in the tender specifications, section 4.3.4, page 54: “The evidence mentioned below must be provided only on request, except evidences B1, B2, B3, B4 and B5) that should be a part of the submitted offer”. Yes, the submission of CVs for the identified subcontractors suffices.
