We ask to confirm that an economic operator that does not meet the requirements for professional capacity set out in criteria T2 and T3 can participate in the contract in form of a temporary grouping of professionals able to cover all the requirements of the above criteria;

Subgroupings may participate, as economic operators are free to organise themselves as they seem most fit. Their proposed structure (the tenderer configuration) will be assessed together with the offer by the evaluation committee
