Technical-professional requirements - point 3.2.3 T3.
Considering that among the TECHNICAL PROFESSIONAL requirements, in point 3.2.3 T3 the possession of: "Project Manager / leader in Construction One (1) Senior Engineer with an EQF level 7qualifications (MSc or similar) in engineering and at least 15 years' experience in design. The experience must include the project management of the construction of one project related to co-generation or power plants with a value of at least € 10 M € The project management team in construction Three (3) engineers with an EQF level 7qualifications (MSc or similar) and at least 10 years' relevant professional experience in design and / or supervising execution of works in their respective disciplines. The engineers must have experience in technical services in the field of power plants and especially or one (1) in the field of electrical engineering or one (1) in the field of mechanical engineering or one (1) in the field of automated control systems "- Considering that with reference to the Project Manager, the tender specification states that" For the project manager: this criterion applies to the entity / ies (sole tenderer, member (s) of the group in case of joint tender) entrusted with the execution of the contract, and not to subcontractor (project management is a critical activity not to be subcontracted (ref §2.4.2). Please confirm that, in order to meet the technical professional requirement required by point 3.2.3 T3 of the specification, the tenderer may use the requirement of a third party undertaking under a specific contract indicating the condition provided, the resources and assets made available by that third undertaking, which will carry out the execution project (i.e. ‘Avvalise’ according to the Italian legal system).

Requirement T3 will be satisfied only if the Project Manager / leader in Construction and the project management team in construction belong to the bidder (single or group), this is because such activities are considered critical, as underlined in the same wording of criterion T3 which refers in point 2.4.2 of the administrative specifications. Therefore the proposed third company must form part of a possible grouping that presents the offer (joint tender).
