Please explain why tenderers are required to provide references of contracts in 2.a and of projects in 3.b. Being understood that a project can be the object of a contract, of a single specific contract within a FWC, of a series of specific contracts within a FWC or even of a series of specific contracts within several FWCs. Thank you.

Your understanding is correct. Tenderer is requested to submit references that fulfil all criteria as stated under 19.2.2. References provided for maintenance should be based on completed contracts that fulfil all criteria under 19.2 and 19.2.2a. References provided for software development should be based on completed projects that fulfil all criteria under 19.2 and 19.2.2b. In that respect a project reference can be a single direct contract, a single specific contract under a FwC, series of specific contracts under a FwC, series of specific contracts under multiple FwC provided that the referenced project fulfils all criteria under 19.2 and 19.2.2b.
