Ranking of tenderers
We have two questions on section 3.5 of the technical specifications. Firstly, the document states that "Tenders shall be ranked according to the best price-quality ratio in accordance with the formula below:". We did not find a formula below, but understand that this may refer to the text in the box below (and that there is no formula as such). Please could you confirm if our understanding is correct? Secondly, with regard to the proposed approach to ranking of tenderers, please could you clarify how the Commission will determine how many of the (up to) four tenderers will be invited to compete for each specific contract (during implementation of the FWC) and whether there will be any criteria for excluding some tenderers from each competition?

1. Your understanding is correct. Tenders shall be ranked according to the best price-quality ratio. See point 3.4 for ‘best price-quality ratio’ award method. 2. Point 1.6. Nature of the contract: “The framework contract will be concluded in the form of separate but identical contracts with FOUR contractors at most, provided that there are enough tenderers….” Annex 8 states “When the Commission wishes to procure services under the framework contract, it will send ALL the contractors a request for services by E-mail.” ALL being the maximum 4. The 'best price-quality ratio' award method will be calculated as mentioned in the 2 bullet points of Annex 8
