Study scope - Directive evaluation
Could the Commission specify the scope (temporal and geographic scope, evaluation criteria, etc.) and level of effort (number of interviews, targeted surveys, public consultation, case studies, other) expected for the Directive evaluation referenced in section 1.4.2 b)? Will the Commission publish a separate TOR for the Directive evaluation? Is the Directive evaluation expected to follow the Better Regulation guidelines and standards?

Yes the Directive evaluation is expecting to follow the Better Regulation guidelines and standards. It will dictate the level of effort needed. Only the evaluation of the financial aspects i.e. the ‘effectiveness’ criteria will be evaluated in a separate contract.
