Technical and professional capacity
With reference to the evidence required to fulfil the technical and professional criteria, section 19.2, point 2, “Relevant experience in provision of similar services to comparable clients in the past three years” is requested. We understand that we may demonstrate reference projects that started before 06/2017 and/or still on-going, as long as they fulfil the rest of the requirements stated in points 19.2.2a and 19.2.2.b. Could you please confirm our understanding or clarify further?

Your understanding is not correct. Under 19.2.2.a), Tenderers are required to demonstrate that within the past three years they managed at least three IT Software Maintenance contracts of a similar scale. Under 19.2.2.b), Tenderers are required to demonstrate that within the past three years they delivered (the project may have started before). Tenderers may use completed/delivered contracts, projects as reference provided, that they fulfil the relevant requirement as specified in the technical specification. All references must be accompanied by certificates of satisfactory execution issued by the clients.
