Criterion T1
The requirements for Criterion T1, related to tasks 3.1-3.4, and especially the required number of at least 5 similar projects do not seem to be appropriate regarding this tender which has a clear focus a very particular issue (night trains, cross-border transport). Why is it necessary for the bidders to provide at least 5 similar reference projects for Criterion T1, related to tasks 3.1-3.4, whereas one meaningful reference project could also prove the bidder's experience in the required fields? Against this background, we ask for an adapation of Criterion T1.

This study is extensive and covers a wide range of aspects. The tenderer is required to prove sufficient experience to manage a study of this size and complexity. The 5 projects may cover cumulatively the required fields of expertise (Union railway legislation, transport economics, railway planning and/or operations) but each of the 5 projects does not have to cover the 3 required fields of expertise.
