If it is impossible to present a CV that meets all the criteria defined for a given project role, is it possible to present two CVs that, when aggregated, fulfill all the requested requirements?

Unfortunately your proposed solution cannot be accepted. For the selection criteria section, including section 15.5.2.1 of the Tender Technical Specifications - the key technical and management persons that will be delivering the service will need as a minimum to satisfy cumulatively the minimum capacity levels that are indicated in this section for each profile. Therefore each resource proposed for each role needs to have on its own all required prerequisites – both educational and professional.
