Section 19.1.1
With reference to section 19.1.1 of the tender specifications “The tenderer must have had during 2019, 2018, 2017 on average a minimum of 40 staff members per year in total covering all the profiles”. It is our understanding that a profile is covered if we may demonstrate at least 1 staff member, regardless the seniority level. For example, the Project Manager profile will be covered if we demonstrate 5 advanced profiles and no standard profiles and vice-versa. Could you please confirm our understanding or clarify further?

Your understanding is correct. Please note for criterion 19.1.1 and its evidence required under 19.2.1.b., a break down per profile, level and employment type (employee and subcontractor) is required.
