Section 19.1.1
With reference to section 19.1.1 of the tender specifications “The tenderer must have had during 2019, 2018, 2017 on average a minimum of 40 staff members per year in total covering all the profiles”. Is the certifications mandatory? E.g. an individual with several years of experience in the profile requested demonstrating the required experience and expertise can be counted in the average manpower numbers?

For selection criterion 19.1.1 the tenderer is requested to submit the following: a.) Statement on the average annual manpower and the number of managerial staff covering the period of 2017-2019; and b.) Statement on the number of staff per employment type, profile and level (as described in Annex 05), covering the period of 2017-2019. The statement is required to cover all profiles described in Annex 05 of the technical specification. For point a.) it is not required to fulfil the profile requirements as described in Annex05-Profile description. For point b.) it is required to fulfil the profile requirements as described in Annex05-Profile description.
