Our understanding is that project references need have been delivered during the minimum duration required within the past three years, but projects may still be on-going taking into account that big maintenance and development contracts have a duration of 4 years and renewals. Could you please confirm?

Your understanding is not correct. References provided for 19.1.2 and 19.2.2. must refer to completed/delivered contracts (19.2.2a), projects (19.2.2.b), the project may have started before provided, that they fulfil the relevant requirement as specified in the technical specification. At least two software development reference should demonstrate the ability to deliver end to end IT Software Development product. All references must be accompanied by certificates of satisfactory execution issued by the clients.
