From our understanding, the "quality assurance" is to ensure the project and project members follow the agreed process and approach (service and human resource process, delivery approach, communication plan, etc.) while the "quality control" is to ensure the product itself follows the agreed requirements and design and have been thoroughly tested. Is this correct?

Your understanding is correct. For Criterion 2 – Delivery approach – 2.4, we request the tenderer to describe: i. The proposed approach to implement quality assurance for a system such as CTIS taking into consideration your delivery approach. ii. The proposed approach to implement quality control for a system such as CTIS taking into consideration your delivery approach.
