Task 3.4: requirement for stakeholder consultation
Question
Section 3.4 says that "The consultant is not requested to ... conduct a public consultation". Can the Commission clarify whether it expects the consultant to include a targeted stakeholder consultation and, if so, confirm whether this should take place after Task 3.3 or could be combined with the initial research in Tasks 3.1 and 3.2.

In the framework of the study, stakeholders will be invited to submit position papers. The consultant will be requested to analyse and report on these position papers.
