With reference to your answer to QA#110, the client certificate should confirm the satisfactory execution of the referenced project. However, the certificates we have in place or have already been requested from the clients have the typical structure of these statements issued by EU Institutions, i.e. they cover the whole Framework Contract without mentioning specific project, certify the award of the referenced contract to the concerned entity, its execution in accordance with the contractual terms and include the maximum awarded amount, the date of signature and the duration. Considering that 3 weeks remain until the deadline of submission of the tender and the COVID-19 situation, it is not feasible to have new certificates on time. For these reasons, we kindly ask you to accept the certificates described.

Under 19.1.2.b 19.2.2.b of the tender specification the tenderer is requested to provide references on successfully delivered software development project and products that otherwise fulfil all requirements as described in the tender specification. The client’s certificate on satisfactory execution must confirm the successful delivery of the project/product.
