We have a number of questions on the (newly formulated) adminstrative requirements.
Question
Q1: p20 of the TOR states: "The legal capacity shall be proven by the evidence listed below: - Proof of enrolment in a relevant trade or professional register - Proof of authorisation that the tenderer is authorised to perform the contract in its country of establishment' Are these 2 options to prove legal capacity or are these 2 separate documents that need to be submitted? If the latter, what would constitute such 'proof of authrositation' under the 2nd bullet? Q2: p.25 of the TOR states 'the Financial format in annex 6 SHALL be used' (though in [ ..]), while Annex 6 says it is optional. Can you confirm the use of Annex 6 is still optional and different formats can be used, as long as sufficient detail is provided? Q3: p.21 of the TOR combines criterion A5 with evidene A3 (instead of A5). Can you confirm the language for the document mentioned under criterion A5 is English?

Q1. The contracting authority may require the tenderer, depending on the regulations of the country in which they are established, to be enrolled in a professional or trade register in the particular State or to otherwise prove they are authorised to pursue a particular professional activity. Q3: We confirm that the relevant evidence for criterion A5 is: ” The tenderer must provide one document of at least 10 pages (report, study, etc.) in English that it has drafted and published or delivered to a client in the last two years. The verification will be carried out on 5 pages of the document.”
