Question	Re: Negative ratio in “Profitability = Gross operating surplus/turnover” in reference to “Methodology for Evaluating the financial capacity of tenderers” Annex 7a, p. 53 and Annex a. Does a negative ratio leads to the exclusion of the tender? b. Is there any option to compensate that negative ratio with other factors (e.g. grants or other financing)?
Answer	16/07/2020 Dear Applicant, In the case that some ratio give a negative result, the situation will be assed as a whole, leading to a case by case decision by the AOSD. All is explained in principle in the annex 7a. With kind regards, DG EAC
