Good morning. The tender specifications require a letter of commitment from external individual experts (page 8). Are individual external experts regarded as subcontractors and do they consequently have to also provide a letter of intent subcontracting (page 12) stating their willingness to provide the service foreseen in the offer in addition to the letter of commitment, even if their proportion of the contract is less than 20%? External experts are considered as subcontractors. All subcontractors must provide a letter of intent stating their willingness to provide the service foreseen in the offer and in line with the present tender specifications.
