Concerning the Intervention Logic (Annex 1): must we fill out one document for the entire campaign, or split it by campaign measure?

In the call for tender published by the Commission, there is no reference to ‘Intervention Logic’, nor to the terminology ‘campaign measure’. Nor does Annex 1 correspond to any kind of Intervention Logic document to be completed, as implied in the question. All annexes must be completed by the tenderer. The description of tasks for the detailed work plan, as requested in section 2.8 of Specific Task 10 (Overall Coordination and Project Management) of the tender specifications, does not exclude an overview.
