In the point 1.1.Participating it is stated: “Participation in this tender procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties (28 EU Member States ) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement, namely FYROM, Albania, Montenegro, Serbia, Iceland, Norway, Liechtenstein, Mexico, Chile, Colombia, Peru, Iraq, Honduras, Nicaragua and Panama. This tender procedure is not covered by the Multilateral Agreement on Government Procurement concluded within the WTO.” Could you please clarify if all the external experts should correspond to this requirement? Are the external experts are considered ar subcontractors?
