Question
In case we submit a report prepared by one of our offices in another country, must they produce a 'Commitment letter by an entity on whose capacity is being relied' (Annex 5.2)? We would not be relying on their 'financial and economic capacity in order to meet the minimum requirements', but since this sentence is stated in the letter, could you please clarify if such a letter should be produced as supporting evidence for criterion A2? Thank you.

The commitment letter is only needed in case of an entity whose economic and financial capacity is necessary to fulfil the criteria.
