Question
Regarding the cost-benefit analysis, the ToR states that ‘Eurostat will collect information from NSAs and provide the contractor with replies and other relevant documentation, where necessary’. P. 8, para 2 of the ToR also states that ‘the cost-benefit analysis will apply a draft methodology adopted by the ESSC […] The criteria according to which all re-design options will be analysed, will be defined by Eurostat and NSAs within the project.’ Does this mean that the cost-benefit methodology employed by the contractor will be fully prescribed by Eurostat, and use only data collected and/or provided by Eurostat? Or will the contractor be expected/able to contribute to the methodology and data collection from NSAs – for example by requesting that certain information be collected from NSAs as part of the Eurostat data collection?
