Clarification about the technical and professional capacity criteria
The third technical and professional capacity criterion states: "At least 1 member of the proposed team must have completed tertiary education qualification and a Senior position in an academic or research institution." a) What do you mean by "senior position ..."? That this person must currently hold such a position? Or can have held it in the past? For how long? b) could you please specify what constitutes i) senior position, ii) academic or research institution?

It is up to the tenderer to justify that at least 1 member of the proposed team has, or has had, a senior position in an academic or research institution. • As an example, a senior position could cover staff having responsibility for and actively participating in the planning, management and supervision of business processes involving other staff, with a view of meeting the objectives of the organisation. • The tender specifications do not stipulate whether the person must currently hold such a position and/or for how long. • Finally, an academic institution is an educational institution dedicated to education and research, which grants academic degrees, and a research institute is an establishment endowed for doing research (ref Wikipedia).
