Task 4. Implementation challenges and barriers
Looking at the time horizons 2030 and especially 2050, the evaluation of implementation challenges and barriers for the four countries seems appropriate as high-level analysis. Is this in line with your expectation?

Under “Task 4. Implementation challenges and barriers” the study is required to provide a detailed inventory of region-specific implementation challenges that need to be overcome for an optimal use of the region’s offshore renewable energy potential. The published Tender Specifications contains a non-exhaustive list of issues and challenges for the analysis, which shall be qualitative but shall also include quantitative elements, as far as this is feasible for the assessment.
