The contract notice and documents state that the Expression of interest must be submitted by post/ courier service or hand delivery to the Delegation of the European Union in Tirana. In view of the continuing lockdown measures and adversities due to the Covid-19 situation, would it be possible to submit the EoI by electronic mail?

As per Article 19 of the Additional Information on Contract Notice - How applications may be submitted, applications must be sent only via post or courier service, or hand delivered. Applications submitted by any other means (including online submission) will not be considered.
