In cases of individuals wishing to collaborate with the tenderer as freelancers/subcontractors but who are in the process of registering in the professional register of their country (i.e. not yet registered as freelancers) could you please clarify what documents they have to provide apart from the letter of intent?

In order to participate the tenderers, as well as subcontractors/freelancers have to be registered at the deadline for submission of the offers.
