Currently I haven't set up an organisation. My intention is to do so, if invited for the tender. Is this step acceptable or is it mandatory to have a juridical entity set-up in advance?

At the time of the registration of the ex-ante interest, the economic operator (natural or legal person) has to exist. The invitation to tender will be sent to existing economic operators and the tender will be acceptable only if received from the invited candidates.
