Question details
In the tender it is not fully clear how many systems/UAV are needed to fulfil the requirement.
The total amount of systems coming from the sum of Type A and Type B requirement is 19 RPAS but it is not clear if the number is related to the air vehicles or to the systems. Could you please clarify if 19 is the total number of the birds or the total number of the systems?

As per sect 4.3- points 3.5 and 3.6 of Appendix II to Tender Specifications – “Service and Technical Specifications” for each deployment (contracted through a specific contract):-the RPA System is composed of at least “one Ground Control Station (GCS) and one RPAs/aircraft (fully equipped and authorised to fly)”. -for service type B “the contractor shall be able to provide upon request of the contracting authority two RPAs/aircraft RPAs (fully equipped and authorised to fly)” for each RPA System. Sect 4.3- point 3.7 of Appendix II to Tender Specifications- Service and Technical Specifications indicates the RPAS to be contracted and therefore required to be available when contracted-for service type A ( leasing to equip the EMSA OSR vessels): Up to 17 RPAS may be leased through the duration of the 4 years duration of the framework contract. -for service type B: “2 RPAS and associated equipment per year of FWC.” In combination with point 3.6, it means that, for service type B, the contractor shall be able to provide at least 4 RPA/ air vehicles/ aircraft/ birds. Consequently, for service type A and service type B, the Contractor shall be able to make available up to 19 concomitant RPAS systems (21 RPA/ air vehicles/ aircraft/ birds). As per point 3.7 of Appendix II the contractor shall make available (that does not represent a commitment from EMSA):-At the signature of the FWC: 1 RPAS system for type A (1 aircraft) and 1 RPAS system for type B (up to 2 Aircrafts)-After 3 months of signature of the FWC: 1 additional RPAS system for type A (1 aircraft) and 1 RPAS system for type B (up to 2 aircrafts)-After 6 months from signature of the FWC: 3 additional RPAS systems for type A -After 12 months from signature of the FWC: 6 additional systems for type A That is the minimum required and it is up to the contractor to offer/make available more air vehicles per deployment/ vessel/ operation and as part their maintenance activities to ensure availability of the system.
