Does a company established in Turkey and/or the UK have access to this procurement procedure?

As specified in section “2.2. Rules on access to procurement: who may submit a tender?” of the tender specification: a) Economic operators established in the United Kingdom can participate in this call for tenders. b) Economic operators established in Turkey cannot participate in this call for tenders because Turkey has not a special agreement with the European Union in the field of public procurement. Please note in addition, that in case of a joint tender, each member of the group must have access to the procurement procedure. Conversely, the rules on access to procurement do not apply to subcontractors. Subcontracting should not be used with the intent to circumvent the rules on access to procurement.
