How is the estimated value about 4 900 000 EUR distributed to each lot?

As indicated in the Terms of Reference, chapter 6, the budget for all lots submitted is estimated not to exceed 4 900 000 EUR for its total duration. The offer must indicate the prices per lot and for unit of time (in EUR per year). The tenderer shall quote separately for each lot he is tendering.
