Clarification for tenderers as Members of Work team or Participants in all 11 events.
Par. 1.4.7 of the Tender Specifications provides that ‘(…) All costs related to the organisation of the above mentioned meetings, as well as for all the events mentioned in the tender, including travel expenses, accommodation and subsistence costs of participants as well as catering costs in case of in-person meetings, must be included in the tender price’. Moreover, Par. 1.4.2.2 (p. 13-14) states that ‘(…) The contractor shall be responsible – in close contact with EISMEA and the Commission - for preparing, managing and evaluating the ESTEAM Fests, as well as the online communities. This shall include preparing the programme of the ESTEAM Fests, choosing the venues and technology, identifying and selecting participants as well as workshop providers, sending out letters of invitation, organising the travelling and accommodation of participants and workshop providers, if needed, steering and moderating the overall debate, including in the online communities, drafting the conclusions and evaluating the activities’. In this regard, we would like kindly to ask whether ‘participants’ are to be interpreted only as members of the work team taking part in the events, or else as all event participants in all 11 events, according to the provisions of Par. 1.4.2.2 concerning the contents of the project tasks.

In paragraph 1.4.2.2 (pg 13-14) it is stipulated that the contractor (in close collaboration with the Commission and EISMEA) is in charge “to prepare the programme of the ESTEAM Fests, choosing the venues and technology, identifying and selecting participants as well as workshop providers, sending out letters of invitation, organising the travelling and accommodation of participants and workshop providers etc “. Participants mean all the persons that will be present at the ESTEAM Fests. All their costs (accommodation, travel expenses, subsistence costs, and catering costs) have to be covered by the contractor. At paragraph 1.4.7 Meetings there are mentioned also the meetings between contractor and Contracting authority that will be 8 project meetings during the duration period of 36 months and in case of 12 months renewal other 3 meetings. For project meetings the participants at the meeting will be the contractor’s, Commission and EISMEA team. For project meetings the contractor has to cover only the accommodation and travel costs of its team. For project meetings the Commission and EISMEA (if applicable) will pay its own costs. A clear distinction must be made between project meetings and the other events that will take place during the project implementation, such as ESTEAM Fests, including workshops, online communities of practice, final event.
